QAre Chinese batteries excluded from IRA domestic-content?
The IRA's domestic-content bonus requires US-produced battery cells reaching specified thresholds (40% in 2024 stepping to 55% by 2027). Chinese-brand containers with Chinese cells do not qualify for the bonus, but remain eligible for base ITC.
QWhat about Section 301 + Section 232 on batteries?
Section 301 25% applies to lithium-ion battery imports. Section 232 review of battery imports was initiated in 2025 — outcomes uncertain. Most utility BESS contracts now include tariff pass-through clauses.
