MNRE has repeatedly proposed extending ALMM but as of Q1 2026 open-access and behind-the-meter installations remain exempt. Monitor MNRE notifications and Sec 5(1)(a) of the Electricity Act amendments.
QIs DCR the same as ALMM?
No. Domestic Content Requirement applies to specific tender categories (PM-KUSUM, CPSU, rooftop subsidy) and mandates cells AND modules made in India. ALMM is the approved-manufacturer list referenced by procurement rules.
QCan SEZ units re-export Chinese cells duty-free?
Yes. SEZ-located module assemblers (Adani Mundra, ReNew) import Chinese cells at 20% BCD bonded, assemble locally, and ship under RoDTEP to the US, Africa, and Middle East.
